Issue

Installer failing with exit code 1603 on Windows 2003 installation.

Error from the MSI log:

Action start 14:57:09: InstallExecute.
Error 1718.File C:\WINDOWS\Installer\a7b4.msi was rejected by digital signature policy.
Action ended 14:57:09: InstallExecute. Return value 3.
Action ended 14:57:10: INSTALL. Return value 3.

Solution

Restart Windows and try the installation again

Use the following Windows hotfix: http://support.microsoft.com/kb/925336
