MJPEG mode not working on Axis H.264 cameras
Issue With Axis cameras that support H.264 (firmware version 5.X), MJPEG mode will not work unless the camera itself is set to use Unencrypted only password settings. Solution 
- In a web browser, enter the IP address of your camera. The camera interface opens.
- Click Setup, and then in the sidebar click System Options.
- Click Users.
- Set HTTP/RTSP to "Unencrypted only".
- Click Save.
